From verses 7b-9 a separate judgement is pronounced, who is this judgement for and what will be the outcome?

God will bring justice and that day when he comes to be glorified in his saints because we will be with him and the years of tribulation will start. Those who do not believe in him will then suffer eternal punishment. Paul closes out this section telling the Thessalonians how they are praying for them, what are they praying for the Thessalonians for? What is the end goal?
